# Dog-friendly beaches in Devon

Last checked: 16 September 2026. Eight beach choices across North Devon, South Hams and East Devon, with named dog zones, seasonal rules and practical arrival details.

## North Devon

A long zoned resort beach, Saunton's beach-hut lead condition and a National Trust valley-to-shingle option.

### Woolacombe Beach, south of Mill Rock

**Best for:** A long all-year section when you can identify Mill Rock and avoid Woolacombe’s more restricted zones.

**Dog rule:** Parkin Estates’ current owner map divides Woolacombe into three sections. Zone A has no dogs from 1 April to 30 September in 2026, Zone B is lead-only from 1 May to 30 September, and Zone C south of Mill Rock has no dog restriction.

**Lead rule:** Dogs must be on leads in Zone B from 1 May to 30 September. Keep them controlled and follow the current owner map and signs.

**Access:** The leaflet lists pay-and-display parking at Esplanade, Sandy Burrows and Marine Drive, toilets and accessible toilets. National Trust says the furthest beach entrance from the town is easier to access.

**Arrival:** The map opens Marine Drive National Trust car park above the beach. Use the signed beach access and check the owner map to reach Zone C south of Mill Rock. Keep your dog on a lead through Zone B in summer and avoid the excluded northern Zone A.

**Before you go:** Woolacombe has three differently controlled sections, so do not treat a broad beach pin as the dog-zone boundary. Use the north or middle section only if its seasonal rule suits your visit. The northern exclusion begins on Good Friday or 1 April, whichever is earlier, and ends on 30 September. In 2026 it starts on 1 April.

### Saunton Sands

**Best for:** A broad beach with a clear operator route and lead conditions around its busy approach.

**Dog rule:** Saunton Beach’s current operator guidance welcomes dogs, with a small no-dogs area to the right at the bottom of the slipway.

**Lead rule:** Keep dogs on leads in the car park, fenced dunes and crowded areas until past them. North Devon Council also requires leads in front of the beach huts.

**Access:** Approach from Braunton on the B3231: the entrance is after the golf club and before the hotel. The operator lists beach facilities, a seasonal shop and grill.

**Arrival:** The map identifies the broad Saunton Sands beach. Use the main beach entrance off the B3231 between the golf club and hotel. At the bottom of the slipway turn left; the small area to the right does not allow dogs.

**Before you go:** The all-year rule has a specific beach-hut lead condition. North Devon Council identifies Christie Estates as the land manager, so follow its current site signs.

### Heddon's Mouth Beach

**Best for:** A quiet pebble beach reached by a gentle National Trust valley walk.

**Dog rule:** North Devon Council lists Heddon's Mouth as all-year dog access. National Trust welcomes dogs but requires leads because livestock are in surrounding fields.

**Lead rule:** Keep dogs on a close lead on the Heddon Valley route because of livestock, and close gates behind you.

**Access:** Allow about an hour for the National Trust’s two-mile return walk. Parking and toilets are at the valley end. The graded path has a gentle incline near the sea but is stony and uneven in places.

**Arrival:** Start at Heddon Valley's National Trust car park and shop. Pass the Hunter's Inn and stone bridge, then take the signed Heddon's Mouth path. Return by the same route.

**Before you go:** Keep away from the base of the cliffs at the beach. The route is a valley walk to the beach, not a drive-on beach arrival. Rough-terrain mobility scooters must stop at the lime kiln viewpoint. Beach access beyond it is on foot; do not enter the kiln.

## South Hams

Bigbury's causeway-side zone, a seasonal Hope Cove beach and an all-year National Trust cove make three distinct south-coast choices.

### Bigbury Beach, west of the causeway

**Best for:** A defined all-year dog area beside the tidal causeway, outside the summer main-beach exclusion.

**Dog rule:** Bigbury Parish Council says dogs are generally allowed year-round on the west side of the causeway. From 1 May to 30 September, dogs are banned from the main beach area from the causeway east to the Sedgewell Cove slipway.

**Lead rule:** Keep dogs controlled and follow beach and causeway signs.

**Access:** The parish council identifies a large pay-and-display car park at the beach, toilets, beach shop and café. The main beach has a wide slipway and dune steps.

**Arrival:** Use Bigbury-on-Sea Beach as the named arrival, then choose the west side of the causeway rather than the seasonally banned main-beach area.

**Before you go:** The tidal causeway is covered twice daily. Check tide times and do not cross near the Avon river mouth because the parish council warns of strong currents and soft sand. The year-round dog area is a defined west-side alternative, not the main beach east to Sedgewell.

### Hope Cove, Mouthwell Sands

**Best for:** A Hope Cove choice outside the May to September dog exclusion.

**Dog rule:** Dogs are not permitted on Mouthwell Sands from 1 May to 30 September inclusive. It is a useful seasonal choice only outside those dates.

**Lead rule:** Keep dogs controlled and follow harbour and beach signs.

**Access:** South Devon National Landscape records a road slipway and 10 metal steps with a rail, plus a ramp onto soft sand. The car park is about 100 metres from the beach and charges apply.

**Arrival:** The map opens Mouthwell Sands in Outer Hope. Use the road slipway or the adjoining steps to this beach. It is a dog option only outside the 1 May to 30 September exclusion.

**Before you go:** Dogs are excluded at every time of day from 1 May to 30 September. Choose another card during those dates. Shops, a cafe and a pub are in Outer Hope. Public toilets are at Watchhouse Sands, away from this beach; do not rely on a low-tide shoreline shortcut.

### Ayrmer Cove

**Best for:** An all-year, foot-access cove for walkers comfortable with steep paths and livestock.

**Dog rule:** National Trust says dogs are allowed on Ayrmer Cove beach all year round.

**Lead rule:** Keep dogs under close control and follow livestock signage. The route can cross fields with sheep and cattle.

**Access:** Ayrmer Cove is accessible only on foot or by boat. The National Trust car park is at Ringmore; the cove route has steep slopes, steps and can be muddy after wet weather.

**Arrival:** Use Ayrmer Cove car park at Ringmore, then follow the signed Smugglers' Lane footpath down to the cove.

**Before you go:** The direct cove route is fairly strenuous. The National Trust suggests a village-and-valley alternative to avoid the steepest section. This is a foot-access cove, not a beach reached by road. There is no pay-and-display machine at the National Trust car park. Both members and other visitors must register their vehicle; check the linked parking instructions before setting out.

## East Devon

Two town beaches where the all-year dog area is defined by Lime Kiln or the Jacobs Ladder concrete boundary.

### Budleigh Salterton, east of Lime Kiln

**Best for:** The eastern all-year end of Budleigh’s broad beach, beyond the signed seasonal exclusion.

**Dog rule:** The signed East Devon 2026 order excludes dogs from the beach between South Parade and Lime Kiln car park from 1 May to 30 September. This card uses the eastern end beyond Lime Kiln as the all-year alternative.

**Lead rule:** The signed order requires leads on the Esplanade and adjacent grass between South Parade and Lime Kiln car park.

**Access:** Budleigh Salterton Beach is pebbles, with a large chargeable car park, public toilets at intervals along the seafront and water refill points. The hard promenade is flat from Lime Kiln to the Gentlemen’s Club, then rises westwards.

**Arrival:** Use Lime Kiln car park as the named arrival, then enter the eastern all-year beach end and do not cross into the South Parade to Lime Kiln exclusion area in season.

**Before you go:** The seasonal exclusion and the all-year end sit on the same broad beach, so follow the current East Devon legal map and on-site signage. The east end adjoins the Otter wetland nature reserve. Do not enter the reserve from the water. The beach is not lifeguarded.

### Sidmouth Jacobs Ladder, west of the concrete

**Best for:** The western all-year side of Jacobs Ladder, beyond the signed seasonal exclusion.

**Dog rule:** The signed East Devon 2026 order excludes dogs from 1 May to 30 September on the beach between Jacobs Ladder and the access ramp opposite Sidmouth Sailing and Sea Angling Club. This card uses the west side beyond the exclusion, consistent with the current beach page’s off-lead west-of-concrete guidance.

**Lead rule:** The signed order requires leads on the stepped beach-hut area at Jacobs Ladder and on the Esplanade from Jacobs Ladder to the last access ramp at the Ham turning circle.

**Access:** Jacob's Ladder beach has a large chargeable public car park, a kiosk, beach huts and toilets at Connaught Gardens. The beach is long shingle and has the historic stairway to the gardens.

**Arrival:** Use Jacobs Ladder Beach as the named arrival, then move west from the concrete area before allowing a dog off lead.

**Before you go:** Stay away from the base of the cliffs at the western end because the Council warns of cliff falls. The beach is not lifeguarded.

## Questions about dog-friendly beaches in Devon

### Which Devon beaches allow dogs all year?

This guide includes Woolacombe south of Mill Rock, Saunton, Heddon’s Mouth, Bigbury west of the causeway and Ayrmer Cove. At Budleigh and Jacobs Ladder, use the named beach end outside East Devon’s seasonal exclusion and check signs.

### Are Devon dog restrictions on the same dates everywhere?

No. Woolacombe has three separately controlled sections, Mouthwell Sands excludes dogs from 1 May to 30 September, and East Devon’s signed order has its own May to September boundaries. Read the source for the beach you choose.

### Can I walk to Ayrmer Cove or Heddon’s Mouth with a dog?

Yes, but both are foot-access beaches. Ayrmer has steep, sometimes muddy paths and livestock. Heddon’s Mouth is reached on a gentle two-mile National Trust valley walk, where dogs need close leads around livestock.

### What tide checks matter before visiting?

At Bigbury, the causeway is covered twice a day, and the parish council warns against crossing near the Avon river mouth. Check tide times and local notices before setting out.
